Freaker Hordes are a prominent hazard in Days Gone. There are a total of 40 Hordes in game, each of them having multiple points they travel between. Waited several in game days and still nothing. This happened with the proxy horde and a couple others. The others finally loaded in after leaving the area and coming back.

Try and find them in a cave and set proximity bombs. Then use attractors and attractor bombs to bring them out. Use molotovs as they come out and try to shoot from a distance.
